Create End User User Quarantine Policy
In order to empower users to release quarantined email, we need to create a quarantine policy (at https://security.microsoft.com/quarantinePolicies), as illustrated below:
Click on “Add custom policy”:
Name your policy “EndUserPolicy”:
Under “Recipient message access”, set “Set specific access (Advanced)” as illustrated below, and optionally customize to your organization’s policies / requirements:
Enable quarantine notification:
Review and complete adding your policy:

Update Anti-spam policy
Finally, attach the quarantine policy to the applicable anti-spam policy (at https://security.microsoft.com/antispam), as illustrated below:
Click on the “Anti-spam inbound policy”, and when the details appear, scroll to the bottom, and click on “Edit actions”:
Pick the “EndUserQuarantine” policy to apply the policy, and Save:
